Public safety center construction advances; council approves $5,049 roof change order


Krausz Anderson Construction and Wold Architects updated the Virginia City Council on construction progress at the Virginia Public Safety Center and the council approved a $5,049.74 change order to address a roof expansion joint condition.

Sean Lewis, Senior Project Manager with Krausz Anderson Construction, told councilors interior metal stud framing has begun, concrete topping slabs are nearly finished, windows passed recent water testing and roofing is nearly complete despite weather delays. Lewis said the start of framing indicates several other major construction milestones have been met: “This is a really exciting milestone for framing to start inside the building.”

Lewis presented a single new change order, numbered 26, to add insulation and framing at a roof location where the roof steps up to higher roof levels near an apparatus bay. Lewis described the work as adding insulation and building up the joint “so that joint is a good thermal break.” Councilor Motley moved approval of change order number 26; Councilor Freelab supported the motion. The council approved the $5,049.74 change order by voice vote.

On budget matters, Lewis said the total project budget stands at $33,579,000 and that approximately $788,000 of contingency remains. He also reported $300,000 was added to the technology line to cover items such as TVs, and that $958,000 had been budgeted for a solar PV array. Lewis said the project team aims to issue a recommendation on solar procurement at the February meeting and that the planned system is about 400 kW with ground-mounted panels south of the site plus roof-mounted panels; the solar work is tied to B3 funding requirements associated with project grant conditions.

Lewis said the contractor is working to keep as much subcontracting local as possible and that a site tour for elected officials is being planned for February. Project work coming up includes mechanical/electrical/plumbing rough-in, window installation and overhead garage door installation, with a target to complete primary construction by the end of the season while acknowledging weather- and site-related schedule risk.

Change order 26 was charged to the project contingency and the council approved it by voice vote.
