C.A.C. Industries Inc., ENR New York’s Specialty Contractor of the Year, was on the project team for the East Side Coastal Resiliency Project, which is enhancing flood protection and public space along Manhattan’s East River waterfront. 

For its strategic focus on forming joint ventures and securing larger, more complex contracts, C.A.C Industries Inc. is ENR New York’s Specialty Contractor of the Year. 

The Long Island City-based firm founded in 1991 is a 500-person employee-owned company specializing in heavy civil construction, including sewer, water main, roadway and infrastructure projects. The firm has been emphasizing strong relationships with public agencies and key stakeholders to help it take on larger scopes of work, broaden its project portfolio and help deliver some of the region’s most challenging and impactful construction initiatives. 

C.A.C. will be featured in the September print issue of ENR East, which will also include the ENR East Top Specialty Contractor rankings.

The ENR East ranking of contractors includes firms doing business in Connecticut, Delaware, Washington, D.C., Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia and West Virginia. Rankings are based on total regional revenue of specialty construction services of participating companies, also including breakouts by state revenue and various specialty construction specialties and disciplines, as applicable.

The new ranking follows the 2025 consolidation of ENR regional editions into five new regions to reflects an ongoing commitment to deliver the most relevant and timely coverage to readers, in alignment with the evolving landscape of the construction industry. The Specialty Contractor of the Year demonstrates success in the region from a growth and revenue standpoint as well as innovation, creativity and a commitment to giving back to its community. 

The firm established C.A.C. Cares, a dedicated program aimed at making a meaningful difference in the communities where they work. Through C.A.C. Cares, the firm actively participates in a wide range of community-focused initiatives such as building playgrounds for nursery schools in low-income neighborhoods. They participate in NYC’s Job Path program, providing employment opportunities to individuals with developmental challenges. These team members work alongside employees at the firm’s home office on a weekly basis.

East Side Coastal Resiliency Project

C.A.C. Industries, as a prime contractor and joint venture member, is leading the installation of the East Side Coastal Resiliency (ESCR) project from Montgomery Street to East 15th Street. This transformative climate adaptation initiative is designed to protect over 110,000 New Yorkers from future storm surges and rising sea levels along Manhattan’s East River waterfront. The project integrates flood protection infrastructure, major utility upgrades, and the revitalization of community spaces and park amenities.

Second Avenue Subway Phase 2 – Utility Relocation & Building Remediation

C.A.C. Industries is currently working for the Metropolitan Transportation Authority – Construction & Development with a total project value of $116.68 million. This contract involves extensive utility relocation and building remediation in preparation for the cut-and-cover construction of the new 106th Street Station as part of the Second Avenue Subway Phase 2 expansion. The scope of work includes the relocation and removal of critical underground and overhead utilities, modification of street and sidewalk infrastructure, and careful coordination with multiple stakeholders, including MTA, NYCDEP, Con Edison, ECS, and NYCDOT. C.A.C. successfully completed key utility coordination efforts on schedule, mitigating potential delays through strategic planning and design solutions. 

207th Street Yard Sewer Line Relocation “B” Division (IND)

C.A.C. Industries completed the sewer line relocation project at the 207th Street Yard, one of two major heavy overhaul facilities serving the New York City Subway system. The project, delivered under a design-bid-build method, had an initial value of $95.4 million and a final contract value of $100.54 million, spanning a total duration of 45 months with substantial completion achieved in February 2024. The primary objective of this project was the construction of a new DEP interceptor sewer outside the NYCT 207th Street Yard, replacing the aging sewer infrastructure located within the yard. This work involved the installation of 2,600 linear feet of micro-tunneled sewer piping beneath an active elevated subway line, as well as the construction of deep sewer manholes and regulators. To accommodate the new infrastructure, extensive public and private utility relocations were performed. The project also required the seamless integration of the new drainage and sewer systems with existing transit facilities, all while ensuring uninterrupted subway operations
