Hong Kong’s Labour and Welfare Bureau has issued new extensive tobacco control measures, including a ban on smoking on construction sites.
The ruling follows a deadly fire at a residential complex that killed 169 victims in the Tai Po District in November 2025, where construction workers had reportedly been smoking on site.
A safety drive by the government was announced last year following a spate of construction site deaths and accidents.
The South China Morning Post reports that fines could reach US$51,000 (HK$400,000) for contractors found breaking the ban.
Workers could also be fined up to US$383 (HK$3,000) each.
Nine construction organisations, including the Hong Kong Construction Association and Hong Kong Registered Contractors Association, will collaborate on a draft ruling instructing members how to enforce the proposed ban.
