Clarion Housing Group and Hadley Property Group are pressing ahead with plans to redevelop the former Blenheim shopping Centre in Penge after securing extra grant backing from the Greater London Authority.
The revised proposals would see 228 homes delivered entirely at social rent, with all properties allocated to people on London Borough of Bromley’s housing waiting list.
The Blenheim Centre site is owned by a joint venture between Hadley and Latimer, the development arm of Clarion.
The partnership has now lodged a Section 73 planning amendment to enable the whole six block scheme to be delivered as social rent homes.
Bromley Council originally approved the scheme in March 2024 as a mixed-use development of up to 230 homes with 35% affordable provision.
By working with the GLA to secure additional grant funding, the team has reshaped the scheme to deliver 100% social rent instead.
The site sits just off Penge High Street, close to transport links, shops and community facilities, and near existing Clarion homes, allowing for localised estate management and stronger community ties.
Subject to planning approval, work could start in late 2026, with completion targeted for 2029.
