Board Certified in Construction Law by the Texas Board of Legal Specialization, a distinction held by a limited number of attorneys in the state, Schneider represents industry stakeholders across Texas and the United States in construction disputes, commercial litigation, and project counseling.

On Nov. 25, after an extraordinary 33-year career, Andrew Dawes announced his impending retirement as co-chief executive officer of CES, passing the torch to Vice President of Operations Blair Feidler, who will serve alongside co-CEO John Gray. Dawes will retire on April 30, 2026.

Kinsley Construction Names Jason Stouffer CEO

On Dec. 2, Kinsley Construction announced Jason Stouffer has been named the company’s new CEO, effective
immediately, succeeding Christopher Kinsley who retired earlier this year.

On Dec. 3, McGough welcomed Kelly Davidson as its newest business development director, bringing more than 20 years of experience in business development, strategic relationship management and client engagement across the power generation, pulp and paper, food and beverage, mining, and oil, gas and chemical markets.

ARCO Design/Build Announces Retirement of CEO Rob Steigerwald and President Jake Stefan; Names Nick Hasapes and Joe Matthews as Co-CEOs

On Dec. 9, ARCO Design/Build announced the Chief Executive Officer Rob Steigerwald and President Jake Stefan will retire effective Dec. 31, 2025, following more than 50 years of combined leadership that transformed the company into a national design-build leader. Nick Hasapes and Joe Matthews, both current Divisional CEOs, have been named Co-CEOs effective Jan. 1, 2026.

Steigerwald and Stefan will join founders Rick Schultze and Mark Mummert on the ARCO DB Companies Inc. Board of Directors.

McMahon Welcomes Licensed Engineer Angelica Illanes to Its Indiana Office

Dec. 9, McMahon announced the hiring of Angelica Illanes as a municipal and civil engineer at its Valparaiso, Indiana, office. Illanes has a master’s in maintenance, operation and design of hydraulic structures from EADIC Engineering & Business School and a bachelor’s degree in civil engineering from Universidad de Las Americas in Puebla, Mexico, where she also completed part of her studies at Valparaiso University. She has experience in civil site and septic design, structural inspections, building design, drainage calculations and permitting. She is a licensed engineer in Indiana, Illinois and Michigan.

Hourigan Development Welcomes Thomas Hatcher to Lead Investment and Asset Strategy

On Dec. 12, Hourigan announced the appointment of Thomas Hatcher as vice president of Hourigan Development. In his new role, Hatcher will work closely with Matthew Hourigan, vice president, to drive the pursuit of new business development activities, as well as the firm’s investment and asset strategy initiatives.

Changes Announced to Skanska USA’s Civil East Coast Senior Executive Team

On Dec. 15, Skanska announced leadership changes within its USA Civil East Coast executive team. Bill Matre will be stepping aside from his role as general manager of Skanska Koch as he transitions toward future retirement. He will continue serving as senior vice president. Michael Donohue will assume the role of general manager of Skanska Koch. These changes will take effect Thursday, Jan. 1, 2026.

Bill Matre joined Skanska Koch as an intern in 1982, became a full-time field engineer in 1983, and steadily advanced through the organization before being named general manager in 2017. He has served in this role with integrity, humility, and unwavering dedication. Over the last four decades, Matre has played a key role in many of Skanska’s most iconic and technically complex projects, including the Benjamin Franklin Bridge orthotropic decking, the first float-in bridge at 207th Street, JFK AirTrain, the 9/11 recovery and cleanup, and the Bayonne Bridge. During his tenure as general manager, Skanska Koch grew its business, re-entered the Philadelphia market, and further strengthened its long-term business foundation. Matre is widely respected across the industry and among labor partners for his steadfast commitment to safety. His advocacy for the 6-foot tie-off rule has raised safety standards for ironworkers and helped protect countless craft professionals.

Michael Donohue joined Skanska Koch in 2000 as a superintendent on the Brooklyn-Queens Expressway project and has since served as project manager, senior project manager and vice president. Throughout his career, he has consistently delivered strong results, developed high-performing teams, and established himself as one of the company’s strongest commercial managers. Donohue has helped shape the future of the East River crossings through his significant work on the Williamsburg Bridge and the reconstruction of the Brooklyn Bridge. His leadership has been central to the continued growth of Skanska Koch and the success of the teams he has guided. In his new role, he will oversee overall operations and lead long-term strategic planning to ensure the region’s continued success.

Hoffman Architects + Engineers Announces the Retirement of Deborah J. Constantini, AIA After 20 Years With Company

On Dec. 15—An owner of the firm and Hoffmann’s senior specialist in roofing, Costantini is known for her mentorship of junior staff and her astute technical capability. Her last day with the firm will be Friday, Dec. 19, 2025.
