The U.S. Navy selected 10 contractors to compete for work under a $15-billion indefinite delivery/indefinite quantity multiple-award construction contract Sept. 10, and separately selected five firms for another $1.5-billion IDIQ contract covering work at a facility in the British Indian Ocean Territory.
The $15-billion, eight-year contract awarded by Naval Facilities Engineering Systems Command (NAVFAC) Pacific mostly pertains to construction projects in Guam, according to a Dept. of Defense notice. The selected firms include BL Harbert International LLC; Black Construction-Tutor Perini JV; Conti Federal Services LLC; Core Tech-HDCC-Kajima LLC; ECC Expeditionary Constructors LLC; Gilbane Federal JV; Granite-Obayashi 3, a JV; Hensel Phelps Construction Co.; Nan Inc.; and SLSCO Ltd.
Thirteen firms submitted proposals for the contract, according to the Defense Dept.
Projects under the IDIQ contract may include new construction or additions onto barracks, administrative offices, communications facilities, schools, hospitals, industrial sites, warehouses, transportation infrastructure and other base developments, according to NAVFAC. The contract comes as the U.S. has been building up its military facilities in Guam.
“Award of this contract marks a significant milestone for our NAVFAC team and the Department of Defense mission as it represents a long-term investment in Guam’s critical infrastructure, enhancing our ability to deliver resilient, modern, and strategically important facilities that support both operational readiness and regional stability,” said Capt. Brent Paul, vice commander of NAVFAC Pacific, in a statement.
NAVFAC Pacific also awarded the first task order under the contract to SLSCO Ltd. The $41.8-million firm-fixed-price task order covers construction of a low-rise school age facility at Andersen Air Force Base in Guam. Work on that project is scheduled for completion by August 2028.
Support Facility Contract
The second, smaller IDIQ contract awarded Sept. 10 covers new construction, renovation and maintenance projects at Navy Support Facility Diego Garcia, which is located on an atoll in the Chagos Archipelago in the Indian Ocean. The facility “provides logistic support to operational forces forward deployed to the Indian Ocean and Persian Gulf areas of responsibility in support of national policy objectives,” according to the Navy.
NAVFAC Far East received five offers for the contract, and selected five firms. They are CBRE/JJ UK JV LLC; DGC JV; ECC Diego Garcia LLC; MVL Diego Garcia JV LLC; and Black Construction/MACE International JV. Officials also selected Black Construction/MACE International VJ for an unspecified $6.1-million seed project, according to a Defense Dept. notice.
The contract has a five-year base period plus an option for three more years.
