Columbia to begin repair of city-owned parking decks


Phase 1 of project is expected to last two to three months, during which public and visitor parking will be unavailable

COLUMBIA, S.C. — The City of Columbia is set to begin structural repairs on the Lady Street Parking Deck in November 2025 as part of the first phase of its Capital Improvement Plan (CIP). 

This initial phase aims to revitalize and maintain public parking infrastructure, with key repairs to include concrete restoration, joint sealant replacement, and the installation of new expansion joints. The city will also be investing in enhanced lighting, updated security cameras, deep cleaning, and fresh painting in the garages. The work is expected to take 12 weeks, ending some time in January 2026. During that time, public and visitor parking will be unavailable at the Lady Street garage, and monthly parking arrangements will be modified. Signage will be placed at the entrances of each parking deck before and during the construction process to direct parking customers to other nearby facilities.

To minimize disruptions for downtown residents, businesses, and visitors, future repairs will be made at the other nearby parking decks one at a time. Other parking decks scheduled for maintenance in Phase 1 include:

  • Taylor Street Parking Deck, 1600 Assembly St.
  • Arsenal Hill Parking Deck, 1812 Lincoln St.
  • Sumter Street Parking Deck, 1501 Sumter St.

The revitalization plan emphasizes safety and long-term cost efficiency. Concrete corrosion is a serious issue that can affect the structural integrity of parking decks.  When water infiltrates a porous concrete surface, it penetrates to the embedded reinforcing steel. Over time, this causes the steel to corrode and expand, breaking the concrete on the surface, and exposing the steel underneath. Left unrepaired, this could compromise the integrity of the structure over time. Corrosion-related repairs are among the most common and costly maintenance issues for aging parking decks.
